It is a very left field theory, probably with not much weight, but when you consider the broader context that ECT are entering there are many vested interests that will be affected.
When you take into account which Australian states derive a big portion of their income (via royalties etc) from the black coal industry, and the potential impact that losing this may have, you can see the web of intrigue gets much bigger very quickly !
