Spain went in to recession suffering from the bursting of the huge property bubble not the ets. Also the figures you are quoting are when those green industries are in their infancy it will take time for the industries to develop. It won't happen overnight. The ets have been pretty well accepted and running reasonably smoothly so from that point of view they are a success from the start.
I stayed with relatives in Germany in 1990 and the whole village electricity supply was generated by one wind turbine with excess sold back to the grid. It's not just solar.
