My understanding is as follows.

1 US cent = 100 pips
1 US cent = 1000 points
Hence 1 pip = 10 points
For pairs which are not quoted in USD the value of a pip will vary according to whether the quote currency is worth more or less than the USD. Still 100 pips to 1 Aus cent, 1 Cad cent, 1 yen, 1 british penny etc.

In Eur/Usd, Eur is Base currency and Usd is Quote currency.
