Yes GDOT is specifying the use of EdenCrete for other companies in their tender, but it doesn't mean to say they NEED to use it.
Now obviously GDOT will probably reject any that do not use it, but it is not a guarantee.
That is how I read the announcement, only because the "if awarded" added into the sentence.
