I hear what you are both saying, but you are both suggesting also that EdenCrete has to be used in the tender.
It is only being proposed to be used, it is not being demanded. Hence why I still believe only due to that "if awarded" addition is there. Companies using EdenCrete will no doubt be favored to those that do not use it. If it were being demanded, surely the company would of worded the announcement different to suggest that any tenders for the up coming projects will include Edencrete in the mixture?
Call me skeptical if you like, but sometimes one needs to read announcements between the line and looks for these word(s)(ings).
The announcement is confusing in its wording, If I'm wrong so be it, but I think the company is just covering themselves also.
