normally this requires signatures from two or more higher authorities and all of them want explanations and assurances. Not only that you have to book meetings in advance as those blokes are really busy and their meetings are booked weeks in advance.

for this to have been expedited, the news story must be compelling and almost self evident without lengthy explanations.
