IMO this stance from the Mongolian Govt will affect those extracting at this point in time.
Companies like VOR who - hopefully - are yet to begin extraction shouldn't be affected as much immediately since this new position will be priced into any future agreement.
....assuming the Govt doesnt want to break THAT one !! :)
And herein lies the problem - investor confidence. What company would want to invest heavily (like RIO) up front before profit time, when there is a clear precidence that if the Mongolian Govt like what they see they will increase their slice of the action ??
Bad Business...
