I'm fairly sure it is true.
So no permission to lower a geo measuring equipment down an already existing hole, and plugging and abandoning that hole afterwards.

Not only should they take these type of decisions away from LCC, if LCC shows to be this incompetent any type of decision should be taken away from them. From street swipers, to the yearly balloon festival, to opening hours for local shops, to anything...
You could not make it up. This is clear obstruction, and actually is a blessing in disguise, as any blind man can see this.
