    My understanding is that BET have put a fixed odds proposal to Colorado's racetrack - but there is (obviously) some opposition from the "pari-mutuel interested parties".

    Colorado Fixed-Odds Horse Racing Betting

    Fixed-odds horse racing betting is legal but not yet available in Colorado.

    The Limited Gaming Control Commission approved rules allowing sportsbooks to offer fixed-odds wagers on horse races in March 2022.

    With an aim to proceed with caution, the Commission approved the rules for an 18-month trial period and retained the right to withdraw authorization at any time.

    Commission rules also require sportsbooks to reach agreements with racing commissions, race tracks, and horsemen’s associations before offering fixed-odds wagering on races conducted at their tracks.

    Thus far, Arapahoe Park, the state’s only racetrack, has declined to reach an agreement with a fixed-odds distributor.

    As a result, fixed-odds betting remains unavailable for Colorado horse racing fans.

    When Colorado implements fixed-odds horse racing betting, bettors will be able to place wagers on horses at set prices, with no worries that the odds will change before post time.
    How Fixed-Odds Betting Impacts Colorado Horse Racing

    Historically, Colorado horse racing betting was the sole domain of race tracks and specialized betting websites (advance-deposit wagering providers or “ADWs”) that offered pari-mutuel betting.

    The legalization of fixed-odds horse racing betting marks a significant departure from tradition in two ways.

    First, pari-mutuel wagering was the standard for decades. Under the pari-mutuel system, the odds are determined by the wagering activity of all bettors for a given race. As a result, the odds can change until post time.

    Fixed-odds horse racing betting functions like traditional sports betting. That is, the oddsmakers post the odds and bettors who place horse racing bets lock in their prices – no last-minute surprises.

    In addition, the change allows licensed sportsbooks in Colorado to offer horse racing betting. Previously, only licensed ADWs could offer wagers on horse races.

    Regulators are hopeful that fixed-odds horse racing betting will benefit the industry by introducing sports fans to horse racing betting using a format that is familiar to them.

    In addition, they hope that agreements between sportsbooks and racing stakeholders will result in funnelling new money to the horse racing industry.
