Even if you do run with your assumption that no builder ever would take on the risk, all it would likely mean is a 3rd party getting involved to buy the equipment and run the service, profiting from the gap. (the space where FBR have decided to move into anyway to keep more of the benefit in-house)

For me it is a risk reward proposition - certainly the original business model was safer, with its own set of challenges no doubt - but more of an immediate reward. WaaS is riskier as operating risk and manufacturing risk is transferred back to FBR, but the potential gain is much greater.
