No it's not brokers cleaning up small parcels. It brokers trying to manipulate the market. It's called program buying. BTW I doubt they'd be paying brokerage but they would be paying ASX fees.
Look at the trades on PSA and you'll see the opposite happening. It's a regular occurance and the ASX condones it.
