Police said they were called to the scene following reports a number of youths gathered on the St Kilda beach foreshore about 11pm and were causing trouble.
Two people were arrested near Donovan’s restaurant after police with riot shields and weapons drawn stormed the foreshore just before midnight.
A 17-year-old North Melbourne male was arrested for assaulting police and was released pending further enquiries, while an 18-year-old Flemington man was charged and bailed for possessing a drug of dependence.
It is believed the group that confronted police overnight was made up of males and females from different backgrounds including caucasians and African-Australians."
