The Angolans have been willing to accept huge sums of money from the Chinese for a few reasons, least of which is the fact that the Angolans do not have to accept the political, govt. organisational and reporting conditions that the world bank and IMF would impose if the money came from them.

The Chinese money may have economic and business conditions attached but they do not have govt. behavioural and sovereignty conditions attached.
