The ruling party in Mexico City (PAN) is introducing urgent legislation into parliament which includes the mandatory drug testing of all uniformed officers (all police and army).

Involves changing the constitution. It is a serious attempt to come to grips with the out-of-control crime and corruption rates.

Mexico City and surrounds has 20m population.

Legislation to be introduced this month and decided in November.

Success would create a significant new drug testing 'population'.
