well spotted Daleg. I must say I have never seen a disclosure like that before.
My take on it is that they have stepped up and purchased this parcel and that this increases their stake in the company. Therefore a SSH should follow shortly.

Interesting to see someone traded 1 share at 23.5 cents just to move the price down so as the sellers can queue up at 24 cents and they can mop them up at the end of trading again today.
