Nope , Colin Barnett was the premier in charge when that monstrosity of a place was designed. It is so poorly deigned it is useless. Eateries aiming inward instead of outwards , no shade when trying to cross it in any direction , slippery as all mighty to walk on in any rain.
This was a disaster from the moment when the Emperor agreed to the design.
