Yes, it's not a very good look and management need to take some sort of action IMO.
I'm aware junkets like this are quite common in the industry but it would seem very stupid to try to recover those sort of costs by claiming them as expenses in a government contract.
Inexperience, naivety or arrogance...or all three?
