I am not sure I understand your post.

As per the article, NBN Co were expecting to pass 70,000 wireless fixed connections by 30-Jun-13. NTC would have used this figure in their FY13 guidance. With the number now estimated to 31,291, it is clear that NTC's FY13 result is negatively impacted. Whilst this is bad news for NTC, it just means that the NBN revenue will be earned later.

Let's hope this month's doubling of the bandwidth (from 12Mbps/1Mbps to 25Mbps/5Mbps) will increase the take-up rate in FY14.
