Agree with your entire post and add it's the cheapest way for PDN to pick up a slighly larger portion (better in their hands than another comp) as it's based on holding there won't be 100% pick up there never is, someone always misses out or is unaware, O/S, can't afford to, or whatever so PDN gets theirs... equals larger overall portion for PDN % will increase slighly.
Thank god they didn't give them to an institution and see our holding diluted - if you don't want to see your portion diluted then buy up, will only cost around 8.5% of whatever your holding.
