    @mogga I would imagine setting them up on grounds like caravan parks - maybe rent the ground from a 'developer' - could be a way to go.
    We don't seem to have a big problem here in W.A. - yet - I do give some money to a woman who often sits in front of our local ALDI store and claims she is homeless - seems educated, has a partner with a car, I am guessing they are into that lifestyle, she seems perfectly sane and well.
    I wouldn't have the guts to sit in front of a shop and beg . . . was going to beg some soldiers on a train for food - once - but they turned out to be Italian soldiers, so I didn't (it was near the border to Austria, and they sounded like Austrians - strange that!).
    So, I guess,we can all do that, if we have to.
