With regards to mopoms situation, "proof of an accident" (apart from the obvious, a witness) lies in the rego number of his vehicle, positional damage to their vehicle and paint testing. These days you just call a damn hotline and make a report online. That's your proof! No witness required, just your "say so" and a whole lot of hassle for the person you "claimed" was responsible if he/she actually had nothing to do with the incident.
My insurance agency chased down another driver based on my sketchy recognition of him some weeks later (I only saw him hit my parked car from a distance). They successfully sued him. Hows that for proof!
