My argument is access to rifles is likely to be more lethal than access to hammers/clubs (blunt objects) because rifles are far more effective at killing people.

When your are dead, it doesn't real matter what killed you, you are dead.
There are plenty of weapons at hand that kill with out going Bang , even your hands.
