It doesn't look quite right does it. Who created the diagram as it doesn't look like a CWE diagram.
There is still exposure for the company and thats good - in my experience the diagram will be viewed and people will go "ooh shiney" and move on. I recently was involved in a public consultation and the designer presented a colourful plan and people went all goo-gah. The plan failed to show that numerous significant trees were getting cut down amongst other issues that nobody would have identified without looking at the site. Nobody understood the plan they just saw nice colours. The article has some bad grammar and editing eg. "on-bard" so the diagram could be forgiven.
With regards to CETO and DESAL. I think they should be discussed in conjunction if its CETO5 and apart if CETO6. Both are valid tech and have their place. DESAL is not dead, hopefully EMC will deliver a project or two utilising that value added tech.
We have the insight about what the project is so we would tend to nit pick on fine details. But in the scheme of things its exposure... and it's not about a buoy floating off in a storm etc ... So it is effectively good news..
