Testing is usually done with organic liquid HLS as it can be done precisely and repeatedly at small scales - so no red flag there. If they are suggesting it is a production process on the other hand...
As for processing cost that is only the final mineral separation component (I'm not sure what minerals or company you are looking at) - there are likely to be other processing costs before that stage.
