The first part of your comment is true but this would have been the case if government had just held a free vote and enacted legislation in any case as well. In fact it is what happens whenever government passes legislation. We vote foŕ 'blah blah blah' in principle and then the details come out later. So the question is pretty clear. Do we support the concept of SSM or not.
I have read 1984 and am not clear how it relates to the SSM opinion survey other than people on the NO erroneously and rather hysterically suggesting being against SSM will become a 'thought crime '
