The volumes traded daily are very low, between 50,000 and 100,000 on most days. There's not enough volume to attract shorters or speculators. The low trading volumes would explain the daily fluctuations, with big ranges on some days as the buying/selling is clumpy. The chart appears to show it range bound in the last couple of months, between 2.50 and 2.70. Also I noticed on the etrade website for the first time under broker recommendations someone has it as a strong sell. I'm not sure why as I haven't read any negative announcements or reviews so perhaps it's just falling under the general negativity affecting commodities at the moment.
