I think this information is somewhat meaningless. Indeed a mismatch between the buy/sell numbers could mean anything. Obviously if you wanted to place a big order (buy or sell) you are not going to stick it out there all at once for everybody to see. These numbers don't include orders placed on the Chi-x either.
