ANZ are the beneficial owners of the OPES clients stock, that is the arrangement OPES set up with there clients (probably a little box they ticked when filling out an account application form). ANZ are allowed to sell the stock that OPES has lodged with them. If it was illegal do you think they would be doing it!!!!
Clearly you dont work in stock lending industry, i can suggest a coupple of manuals for you to read through to give yourself further clarification. I laugh at reading how people think the industry works.
What else you wanna spin here? ...
