No doubt a lot of these people weren't arsonists but people who dropped cigarette butts, used grinders & other equipment on fire ban days, had camp fires etc etc.
Why make excuses for dimwits and fools? To light fires, or to deliberately create a situation where a fire is possible after warnings and bans, any clown that "accidentally" starts a fire due to use of a metal grinder, welder, throwing smoldering cigarette butts away, or by lighting a camp fire is just plain stupid anyway and deserves to be charged with arson!
