Well as much as one can actually believe newspapers, this is interesting for two points...

1. If true, there is more than one JV in the works, however LE'strange is adamant that they will be settling with one.

2. The next major step is the pay down of debt in January 2012.

So one could perhaps speculate that a JV announcement would be by February if not settled earlier as debt pay down appears to be a hurdle within negotiations. Time will tell, however I am pleased there is a little more definition in the path.

Now we await EPA judgement/approval of 'substantial commencement'. Probably sending submission to everyone within EPA for 'cover the butt' opinions.
