I wish someone could find/translate & release the ministers' actual statements because on the face of it they've either massively moved the goalposts or they're hopelessly incompetent and ill-informed.

How can we reconcile the reported need to remove all the residues from the country (in some versions 'as is') with a requirement to make plans for a PDF if we can't commercialise? Makes no sense.
With only the WLF of any concern why now a blanket statement that all residues MUST be exported.

    The M.Insider reports:
"The cabinet today endorsed a ministerial statement issued earlier this week instructing Australian miner Lynas to ensure all residue and by-products from its rare earths refinery are removed from the country."

    AELB briefing 8/8/2012:
"The 10-month timeline is to bind Lynas to promptly submit the outcome of R&D regarding the success of recycling of the WLP residue. Otherwise Lynas must submit plans and the location of a suitable permanent disposal facility (PDF).".
