No I think the writer has a valid point, if tasers were introduced as an alternative to use of deadly force (firearms) then surely those in custody or merely resisting arrest would not have been shot if no tasers were available?
Seems clear they are being used to subdue anyone argumentative rather than to stop armed offenders (knives, guns, battons etc).
