I'd be surprised if Ballieu won, he's decent and moderate but uninspiring and Brumby has run a very grubby personal attack campaign. Change would be good as MYKI and the desal project and the north-south pipeline shows this mob have lost the plot. The Herald Sun has said stick with the status quo because Ballieu hasn't done quite enough to convince them.
Personally I think he'd do a lot better than the imcumbents who have become arrogant and complacent, much like Jeff in 1999.
