The Coalition has received a significant boost on the eve of tomorrow's election.

For the first time in the campaign an opinion poll is predicting the Coalition will win.

Roy Morgan Research surveyed 1,000 people across Victoria and says the Liberal National Coalition is in front 51 to 49 per cent on two-party preferred basis.

It goes against all previous poll results and the views of prominent political analysts.

Monash University's Dr Nick Economou says although Labor will lose some seats, it will not be enough to oust the Government.

He says Labor's support is not as "brittle" as some commentators are suggesting.

Meanwhile, Premier John Brumby has travelled to Labor's most marginal seat to win last minute support ahead of the vote.

The ALP holds Mount Waverley by just 0.03 of a per cent.

Mr Brumby visited a lock factory there this morning to tell workers only a re-elected Labor Government is capable of keeping Victoria's economy strong.

"The most important issue is jobs. It's keeping the budget in the black," he said.

Coalition Leader Ted Baillieu has also been campaigning in Melbourne's east and has rejected suggestions he has not taken enough risks or established a case for change.

"You can run with the anonymous commentary, whatever you like. There are very clear differences," he said.

ABC election analyst Antony Green says the outcome in regional centres like Bendigo and Ballarat are likely to play a big part in the result.

"To me, than answer as to who is going to win this election will be who wins those seats in central and regional Victoria; whether the Labor Party can maintain its lock on Bendigo and Ballarat and Geelong," he said.

"That's the area which has put Labor into Government in 1999 and has made it very difficult for the Coalition to get back in since."
