not sure i follow your arguments, any buyback would help concentrate value as the opposite dilutes, also dividends must be paid out of "retained profits" not cash at bank, so the $1 Bn cash can never be used for that purpose, it can only make an acquisition Or buy back shares. Happy to be corrected but thats my recollection when i studied accounting. good luck
