Depends on what risk you want to take on. If you just want to track the physical price of silver, then buy actual silver. But the spreads can be pretty bad with brokers. Actual silver miners are still subject to the market and not just the price of silver - most gold miners are down today, even though the price of gold is pushing recent highs.
