Not quite 100% . Some devices can have significant residual capacitive storage. Wait 10-15 seconds before rebooting to allow it to drain to zero voltage .
Also as someone said before cheap home network devices can suffer from thermal stress that leads to premature hardware failures if they turned on and off too regularly.
I usually auto reboot my clients firewalls and the like once a day during the wee small hours as a sort preemptive maintenance/housekeeping.
