Yes, but based on the depth of the Cup theoretically it still offers an eventual rise up to 14-14.5. The rise is not guaranteed but when one studies the definition and mathematics behind the pattern, this is where it lands.
This is not advice - I am simply explaining the mathematics associated with a Cup and Handle Pattern - the depth of the cup represents the rise that can typically be expected once it breaches the top of the cup (that was at 10.5) - why I suggest 14 is because it has been the recent high from January.
