Its very typical of a small cap to attempt a CR after a huge sp swing whether they require the funds or not as to take advantage of a situation while they can . What is certain imo if they are indeed going to have CR is that they will include the sentence , it was over subscribed as it seems to excite investors/traders even though almost every company says the same .
