A capital raising now at $1.00 when the share price is $1.45 would be absurd. However, if they become desperate later on and the share price is around $1.15 then that could be a likely level.
At present they have plenty of cash. $13m will last a fair while and with expected outflows of $17m this quarter they only need to earn revenue of $5-6m to stay solvent. I think they will only produce around 6-8k ounces this quarter which would bring in about $10m-$13m in revenue.
There is no need for you to downramp the company. I expect the share price to fall anyway and you can buy in lower over the next few days.
