What the excerpt from 86 seems to be stating is that individual tests or assignments throughout a semester are not given a grade. The student is graded on "a global retrospective review" of all these assignments/tests at the end of the semester.
God help these kids when they enter the real world when they think participation is good enough. Employers expect results, goals achieved, objectives reached and of a consistent standard. We're not doing these kids any favours by downplaying the importance of achievement rather than just 'trying' hard.
