One thing i picked up in the interviews was that the plant is made up of a number of processing units that produce the metals.
They might have a whole series of units for Titanium. Another lot of units that do the magnet metals and so on.
It seems to me that this would take a lot of the risk out of building a big factory.
Commercial production beginning in about 3 or 4 months and then building up once the plant is constructed.
