One reason Higgins may not have reported the rape is the proximity of the event to the 2019 election. The alleged rape occurred in March, the election was in May of that year. It's hardly the kind of issue they would have wanted bubbling away with an election happening, particularly given the PM didn't know how to respond without being told by his wife. There's all sorts of speculation about Higgins loyalty to the Liberal Party on this forum. It seems unfair given she appears to have taken one for the team.
