The method of "exceeding" every international obligation is to rely on credits from prior reductions between 2005-13. In particular reductions brought about by the carbon tax which the current government diametrically opposed. The trajectory of our emissions from 2014 to the present is flat to rising. We have a government cynically using the benefits of policies they opposed to justify a poor record in the contemporary context.
