"such as labour mobility schemes.". ........ what an interesting phrase.... it reads/sounds really like a good thing. but what does it mean?
job mobility equates with increased casualisation of employment. the very thing that employees wish they could avoid unless they want freedom to travel, ie. backpacker options, fruit picking.
carers in Aged Care want stability. they want secure employment and to work in a single facility where they can get to know residents to better provide for residents needs. But casualisation is cheaper in the short term economics, but less expensive in the long term care model as improved personal care results in better residents health and lifestyle outcomes.
the same applies to education where teachers should know their students in order to better manage educational KPIs.
greater labour mobility is the death knell of good management.
