Where is your proof that they intend to increase coal and gas related methane emissions and/or total emissions as a result of increased coal/gas extraction?
Like I said, you're issue is you have a horse in the race. The plan doesn't suit your prerogative, just call a spade a spade, rather then dressing it up.
