yes, it does take time to settle. This is because decisions that leaders of countries make sometimes take many years to gain traction, but when they do they show change that is unstoppable because of the momentum
My guess is that as the next decade goes by, the changes and architecture of the do nothing years of Howard will send him closer to the bottom than the top.
What he did and more so didn’t do is now showing the crises that have come from the grip on the country his inaction has had over several decades.
What leaders do for political expediency is rarely ever inclusive of any thought of what will this mean in 50 years? - It’s invariably- someone else’s problem, if it’s even thought of
