couple of thoughts come to mind
how do you define overpriced? Some suburbs are priced higher because because they offer better services, closer to good schools, nearer to work etc, just because they are more expensive doesn't necessarily mean they are overpriced, or that the people buying in those suburbs are stupid.
Also, Smells a bit like another tax for the rich... (Not sure Ms. Rand and her buddies would like that)
It still doesn't seem like a productive way to reduce spending, like i said who actually benefits from higher interest rates?
