ASN have the infra structure a extraction well drilled already at GR UIC wells are around $230k each... so you can eliminate most of that cost.
EMP need to pay for 3rd party carbonation plant, SALTWORKS ..$232mill ... ASN have their own propriety system so will be a lot cheaper I'm sure...
