Presumably you're referring to former GG John Kerr, nominated by Gough Whitlam for the role. Clearly Kerr was chosen as a non-partisan figure for his credentials as a highly respected legal mind at the time.
Until, that is, Whitlam forced Kerr's hand by refusing to call an election to fix the untenable situation of Fraser blocking supply to a reckless and dysfunctional government.
However one views Kerr's action, that's a lame justification for Albo to install a highly partisan figure as GG.
